When the Wells Run Dry

After an oil or gas well stops producing, it must be plugged and cleaned to prevent leaks, toxic fumes and other serious problems. In California, many companies are idling their wells instead, delaying cleanup and increasing the risk that taxpayers will end up with the tab. A Center for Public Integrity investigation with the Los Angeles Times quantifies the problem and shows the weakness of state regulatory protections.
